The foundation for the development of youth relations between the Russian Federation and the Republic of Costa Rica is the Agreement on cultural and scientific cooperation of November 28, 1997.
In accordance with the Agreement, Russia and Costa Rica will promote cooperation between youth organizations and associations encouraging direct contacts between youth of two countries as well as cooperation in the field of education through the exchange of students, the development of direct links between educational institutions.
The Republic of Costa Rica participates in the development of international youth cooperation through the Community of Latin America and Caribbean States (CELAC).
