The foundation for the development of youth relations between the Russian Federation and the Kingdom of Cambodia is the Agreement on cultural and scientific cooperation of May 25, 1995.

In accordance with the Agreement, Russia and Cambodia are developing cooperation between government organizations and institutions dealing with youth issues as well as encouraging direct contacts between youth organizations and young people of both countries.

In 2019 the Federal Agency for Youth Affairs and the Ministry of Education, Youth and Sports of the Kingdom of Cambodia signed a Memorandum of Understanding and Cooperation in the field of youth policy.

The memorandum provides for cooperation through:

• exchange of experience in the creation and management of institutions in the field of youth policy, information in the youth field as well as additional methodological and related materials in this area, 
• participation in international youth conferences, seminars and other events (forums, festivals, round tables, symposiums, etc.) organized by the agency and the ministry, 
• holding bilateral consultations on youth policy issues with the involvement of experts, 
• implementation of joint activities to encourage activity among young people.

The Kingdom of Cambodia participates in the development of international youth cooperation through the Association of South East Asian Nations (ASEAN).

The Cambodian Youth Development Center is part of the World Assembly of Youth and the Asian Youth Council.

Основой для развития молодежных связей Российской Федерации и Королевства Камбоджа является Соглашение о культурном и научном сотрудничестве от 25.05.1995 г.

В соответствии с Соглашением Россия и Камбоджа развивают сотрудничество между государственными организациями и учреждениями, занимающимися проблемами молодежи, а также поощряют прямые контакты между молодежными организациями и молодыми людьми обеих стран.

В 2019 году Федеральное агентство по делам молодежи и Министерство образования, молодежи и спорта Королевства Камбоджа подписали меморандум о взаимопонимании и сотрудничестве в сфере молодежной политики.

Меморандум предусматривает сотрудничество путем:

• обмена опытом в создании учреждений в сфере молодежной политики и управления ими, информацией в области молодежной политики, а также дополнительными методическими и сопутствующими материалами в области молодежной политики;
• участия в международных молодежных конференциях, семинарах и других мероприятиях (форумах, фестивалях, круглых столах, симпозиумах и и др.), организуемых агентством и министерством;
• проведения двусторонних консультаций по вопросам молодежной политики, с привлечением к участию в них экспертов;
• реализации совместных мероприятий в целях поощрения активности среди молодежи.
