The foundation for the development of youth relations between the Russian Federation and the State of Israel is the intergovernmental Agreement on cooperation in the field of culture and education of April 25, 1994.

In accordance with the Agreement, Russia and Israel develop cooperation and encourage contacts between interested institutions and individuals in the field of youth exchange. 

In 2020 the cooperation Agreement was signed between the National Youth Council of Russia and the Israeli Council for Youth Organizations.
