The foundation for the development of youth relations between the Russian Federation and the Islamic Republic of Iran is the Treaty on the basis for mutual relations and the principles of cooperation of March 12, 2001.

In accordance with the Treaty, Russia and Iran facilitate the expansion of interaction between youth public associations.

In 2016 the Federal Agency for Youth Affairs and the Office for the Organization of Youth Affairs under the Deputy Minister of Youth Affairs and Sports of the Islamic Republic of Iran signed a Memorandum of Understanding in the field of youth policy.

The Memorandum provides for the development of friendly and partnership relations between youth organizations and youth policy institutions of two countries, in particular through the organization of meetings, exchanges and other forms of cooperation as well as contacts between representatives of state administration bodies and organizations in the field of youth policy as well as the development of direct ties between partner organizations whose cooperation is consistent with the objectives of the Memorandum, including the exchange of delegations and information on issues of mutual interest.

The Islamic Republic of Iran participates in the development of international youth cooperation through the Organization of Islamic Cooperation (OIC).
