The foundation for the development of youth relations between the Russian Federation and the Czech Republic is the Agreement between the Government of the Russian Federation and the Government of the Czech Republic on cooperation in the field of culture, science and education of March 5, 1996.

In accordance with the Agreement, Russia and the Czech Republic will support cooperation between institutions dealing with youth policy, youth organizations and associations and promote the development of direct contacts between young people of both countries.

The Czech Republic participates in the development of international youth cooperation through the Council of Europe.

The National Youth Council of Bohemia, Moravia and Silesia is part of the World Assembly of Youth. The Czech Council of Children and Youth is a member organization of the European Youth Forum.
