The foundation for the development of youth relations between the Russian Federation and the Kingdom of Belgium is the intergovernmental Agreement on cultural cooperation of October 25, 1956.
The Agreement provides for cooperation between youth organizations recognized in the partner countries as well as exchange on the terms of reciprocity.
Belgium participates in the development of international youth cooperation through the Council of Europe.
The Flemish Youth Council is part of the European Youth Council.
