The foundation for the development of youth relations between the Russian Federation and the Socialist Republic of Vietnam is the Treaty on the Fundamentals of Friendly Relations of June 16, 1994 and the Declaration on Strategic Partnership of March 1, 2001. 

Building up youth contacts is one of the priorities of the comprehensive strategic partnership between Russia and Vietnam.

In 2019 the Federal Agency for Youth Affairs and the National Youth Committee of Vietnam signed a memorandum of cooperation in the field of youth work for the period 2019-2022.

The memorandum provides for cooperation in the following areas:

• exchanging visits of young leaders and promoting the strengthening of mutual understanding in the field of culture, history and political systems, exchanging information and experience in the field of youth work by organizing Russian-Vietnamese youth forums on the basis of an annual rotation, 
• exchange of children delegations in order to get them acquainted with the culture and history of two countries, 
• exchanging information about events (forums, symposiums, congresses, conferences, seminars, trainings, festivals, exhibitions, competitions, briefings) in two countries and facilitating the participation of their representatives in events held in Russia and Vietnam, 
• strengthening interaction in the field of volunteering, increasing the capacity of youth and volunteer organizations, implementing educational programs, projects and events aimed at sharing experience in the field of volunteering, 
• implementation of programs for young entrepreneurs, 
• assisting youth organizations in Russia and Vietnam in establishing mutually beneficial cooperation.

Vietnam participates in the development of international youth cooperation through the Association of South East Asian Nations (ASEAN).

The Vietnam Youth Federation is part of the World Assembly of Youth.
