The foundation for the development of youth relations between the Russian Federation and the Democratic People's Republic of Korea is the intergovernmental Agreement on cultural cooperation of December 26, 1996.

In accordance with the Agreement, Russia and the North Korea encourage contacts and cooperation between youth organizations and young people of both countries.

In 2018 under the auspices of the 70th anniversary of the establishment of diplomatic relations between two countries, the first visit of a delegation of Russian youth organizations to the North Korea took place. During the visit the Memorandum of Understanding on Friendship and Cooperation was signed between the National Youth Council of Russia and the Socialist Patriotic Youth League whose interaction started during the preparation of the XIX World Festival of Youth and Students.
