The foundation for the development of youth relations between the Russian Federation and the Eastern Republic of Uruguay is the Agreement on cultural and scientific cooperation of July 25, 1986.

The Agreement provides for the development of cooperation between universities and other higher educational institutions of both countries, including through student exchange.

The Eastern Republic of Uruguay participates in the development of international youth cooperation through the Community of Latin American and Caribbean States (CELAC).
