The foundation for the development of youth relations between the Russian Federation and the Republic of Paraguay is the intergovernmental Agreement on cooperation in the field of culture, science, education and sports of December 7, 1998.
In accordance with the Agreement, Russia and Paraguay will promote cooperation between organizations and youth associations.
Paraguay is a member of the Community of Latin American and Caribbean States (CELAC).
The Youth Council Paraguay is an observer of the World Assembly of Youth.
