Russian-Japanese youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Youth Exchange Commission of March 15, 1999.

In March 2022 at the initiative of the Japanese side the implementation of the main activities of the Russian-Japanese Youth Exchange Plan was suspended. According to the political situation, in order to discuss the possibilities for maintaining and resuming contacts between Russian and Japanese partner organizations implementing youth exchanges, it was decided to hold the training seminar for organizers of Russian-Japanese youth exchanges from the Russian side.

The training seminar program was organized from June 30 to July 1, 2022 in the online format by the Ministry of Science and Higher Education of the Russian Federation and MIREA – Russian Technological University acting as the Coordinating Bureau of Russian-Japanese Youth Exchanges.

Tasks of the training seminar:

  • support and development of the professional community of organizers of Russian-Japanese youth exchanges, 
  • informing about the current situation in the field of Russian-Japanese youth exchanges, 
  • discussion of opportunities and formats of bilateral youth cooperation in the new conditions, 
  • familiarization with the methods and tools of crisis and stress management in the context of managing youth exchange projects, 
  • development of competencies in the field of youth exchanges in an online format, 
  • development of a variant action plan for further interaction with Japanese partner organizations in the field of youth exchanges.

Participants: Representatives of organizations and institutions from Russia that implement or are interested in implementing youth and school exchanges with Japan (pedagogical workers of general educational and professional educational organizations, representatives of educational institutions of higher education, representatives of youth public associations, youth workers).

Such regions as the Republic of Komi, Trans-Baikal, Krasnodar, Primorsky and Khabarovsk Territories, Astrakhan, Volgograd, Irkutsk, Kaliningrad, Kirov, Nizhny Novgorod, Novosibirsk, Orenburg Regions, St. Petersburg and Moscow were represented.

30 people participated there. 

At the opening of the training seminar Denis Ashirov, Director of the Department of State Youth Policy and Educational Activities of the Ministry of Education and Science of Russia, and Grigory Petushkov, Vice-Rector for Youth Policy of RTU MIREA, delivered a speech. 

On the first day of the training seminar the participants received information about the current situation in the field of Russian-Japanese youth cooperation. During the training session they got acquainted with the methods of crisis and stress management in the context of managing youth exchange projects. As part of group work they developed possible formats of youth exchanges in new conditions.

The program of the second day of the training seminar included training in the methodology of conducting online youth exchanges and group work.

The result of the training seminar was an action plan for further interaction with Japanese partner organizations and support for youth exchanges developed by the participants.
