The foundation for the development of youth relations between the Russian Federation and the Kingdom of Thailand is the Agreement on cooperation in the field of culture of February 25, 2000.

In accordance with the Agreement, Russia and Thailand seek to encourage youth exchange between both countries and cooperation between youth organizations by promoting as far as possible the development of a variety of student exchange, youth seminars, vocational training courses and language studies based on bilateral agreements and programs with the aim of disseminating knowledge about each other's culture and awareness among young people of the importance of developing the principles set out in the Agreement.

Thailand is a member of the Association of South East Asian Nations (ASEAN). 

The Children and Youth Council of Thailand is affiliated to the World Assembly of Youth.
