The foundation for the development of youth relations between the Russian Federation and the Lebanese Republic is the Agreement on cooperation in the field of culture, science and education of April 7, 1997.

In accordance with the Agreement, Russia and Lebanon will create favorable conditions for the development and encouragement of cooperation and contacts between youth organizations, promote the development of direct cooperation between universities and other educational institutions.

Lebanon participates in the development of youth international cooperation through the Organization of Islamic Cooperation (OIC).
