The foundation for the development of youth relations between the Russian Federation and the Lao People's Democratic Republic is the Agreement on cultural and scientific cooperation of March 9, 1994.

In accordance with the Agreement, the Russian Federation and the Lao People's Democratic Republic will develop cooperation between government organizations and institutions dealing with youth issues as well as encourage contacts between youth organizations and young people of both countries, encourage the organization of art festivals and youth meetings, holding thematic competitions and cultural events.

The Lao People's Democratic Republic participates in the development of international youth cooperation through the Association of South East Asian Nations (ASEAN).
