On March 19, 1993 an Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan on cooperation in the field of culture, science and technology, education, health care, information, sports and tourism was signed in Tashkent. It is the key document for carrying out the Russian-Uzbek youth cooperation.

The agreement is aimed at promoting the expansion and strengthening of cooperation between the youth NGOs of Russia and Uzbekistan, and it also provides for the coordination of activities when participating in multilateral events and contacts with international organizations in the field of youth movement.

The foundation for the development of youth ties between Russia and Uzbekistan also includes a Treaty on the Fundamental Principles of Interstate Relations, Friendship and Cooperation of the Russian Federation with the Republic of Uzbekistan of May 30, 1992, a Strategic Partnership Treaty of the Russian Federation with the Republic of Uzbekistan of June 16, 2004, an Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005, a Memorandum of Understanding between the Federal Agency for Youth Affairs and the Agency for Youth Affairs of the Republic of Uzbekistan in the field of youth policy of November 19, 2021, a Memorandum of Understanding in the sphere of youth work between the Russian Union of Youth and the Union of Youth of Uzbekistan Central Council of November 8, 2017.
