Russian-French youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of the French Republic on the development of youth exchanges dated September 20, 2008 (entered into force on May 1, 2017).
In accordance with the Agreement the Russian-French Committee for youth exchanges was created. Tasks of the Committee are annual summing up of the results of cooperation and development of action plans for the implementation of the Agreement, facilitating regular contacts between structures responsible for youth exchanges in Russia and France.
In accordance with the Agreement meetings of the Committee are held once a year alternately in the Russian Federation and in the French Republic.
In 2021 Moscow hosted the first meeting of the Russian-French Committee for youth exchanges in person (with online connection of the Committee Members from the French side).
The co-chair of the Committee from the Russian side is the Deputy Minister of Science and Higher Education of the Russian Federation, the co-chair of the Committee from the French side is the representative of the Ministry of Europe and Foreign Affairs of the French Republic.
The composition of the Russian part of the Committee was approved by the Order of the Government of the Russian Federation No. 1606-r of July 14, 2021.
Participants are Members of the Russian-French Committee for youth exchanges, representatives of organizations and institutions assisting in the development of Russian-French youth cooperation. In total 46 people participated there.
Outcomes: At the meeting of the Committee the parties exchanged information about priorities of youth policy in Russia and France and also discussed prospects for the development of Russian-French youth exchanges in the field of cooperation between youth public organizations, through the Trianon Dialogue, in the field of culture and art, volunteering, school exchanges, learning Russian and French, exchanges between young politicians, youth exchanges between sister cities and regions. The Russian side also suggested discussing the issue of creating national coordinating bureaus for youth exchanges in the future. In addition, agreements were reached on the formation of the annual Exchange Plan and holding the Russian-French Youth Meeting in an online format in December-January. The Russian-French Youth Forum is planned to be held in person in Moscow in 2022, which will become a platform for cooperation and exchange of experience of youth public organizations.
The protocol of the first meeting of the Russian-French Committee for youth exchanges will be signed after agreement with the French side. The parties agreed to hold the next meeting of the Committee in October 2022 in France.
