Russian-German youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Germany in the field of youth cooperation of December 21, 2004.
One of the fundamental principles of implementing the Agreement is the involvement of youth representatives from all the regions in youth exchange. An analysis conducted by the Russian Coordination Bureau for Youth Cooperation with Germany and the Foundation for German-Russian Youth Exchange showed that the regions of the North-Western and Central Federal Districts are mainly involved in the implementation of Russian-German youth exchange projects on the territory of the Russian Federation.
In order to expand the geography of Russian-German youth exchange, on the initiative of two coordination bureaus the first seminar on organizing youth exchange at the regional level was held in Yekaterinburg in 2018. The results of it were highly appreciated by the Russian-German Council on Youth Cooperation. At the XIV meeting of the Council, it was decided to hold a similar seminar in 2019 on the territory of another federal district of the Russian Federation.
In 2019 the Russian-German seminar on organization of youth exchanges at the regional level was held in Krasnodar.
The basic goals:
- intensification of Russian-German youth cooperation at the level of the Southern Federal District,
- informing about the possibilities of Russian-German youth cooperation,
- development of Russian-German partnerships and development of relevant projects in the field of youth, school and professional youth exchanges.
The participants
Representatives of organizations and institutions from Russia (the Southern Federal District) and Germany interested in creating partnerships for the implementation of joint projects of youth, school and professional youth exchange (youth workers, representatives of youth public associations, teaching staff of educational organizations, representatives of professional educational organizations and organizations of additional professional education). In total 97 people participated there.
The key results
As part of the educational program of the seminar from December 1 to 3 the participants got acquainted with the possibilities of Russian-German youth cooperation, the methodology for conducting bilateral youth exchange, and developed ideas for joint projects in the field of youth, school and professional youth exchange.
On December 4 as part of a seminar at the CLAAS LLC technology park the open day "Russian-German youth exchange" was held. There 80 people including 30 representatives of youth organizations, schools and vocational colleges of the Krasnodar Region interested in the development of Russian-German youth cooperation took part.
As part of the Open Day the following events were organized:
- the presentation "Russian-German youth cooperation",
- the podium discussion "The role of youth exchange in the development of Russian-German relations" with the participation of the assistant of the Department of State Youth Policy and Social Projects in the Sphere of Higher Education of the Ministry of Science and Higher Education of the Russian Federation Rostislav Voitekhovsky, the head of the Department of Science and Scientific and Technical Policy of the Ministry of Education, Science and Youth Policy of the Krasnodar Territory Mikhail Sharafan, the Executive Director of the Foundation for German-Russian Youth Exchange Thomas Hoffmann, the General Director of CLAAS LLC Ralf Bendish as well as the seminar participants including the head of the Department for Implementing Project Activities of the State Budgetary Institution of the Astrakhan Region "Directorate of Youth Programs and Projects", the head of the International youth shift "Astrakhan-Siegen" Lyutsia Miniyarova and the teacher of the city gymnasium named after Theodolinde (Munich) Kasper Robert,
- master classes "Bilateral project management of youth exchange", "Methodology of language animation in youth exchange", "Visa support for youth exchange participants".
The result of the seminar was the creation of seven new partnerships in the field of youth, professional youth and school exchange:
- the Volgograd regional scientific and educational organization "Cognitorium" and Kinder- und Jugendzentrum DachloW, Koln,
- the public organization "International Youth Club" (Rostov-on-Don) and Kreisgymnasium Halle (Westfalen),
- "Tikhoretsky Industrial College" in the Krasnodar Krai, "Krasnodar Humanitarian and Technological College" in the Krasnodar Krai and Walter-Gropius-Schule Erfurt,
- the Volgograd regional scientific and educational organization "Cognitorium" and Apollonia Oberschule Uelzen,
- the secondary school № 6 (Taganrog) and Gymnasium Kaltenkirchen,
- the school № 16 of the Supovsky farm, the Takhtamukay district of the Republic of Adygea and Grundschule am Koppenplatz, Berlin,
- "Leningrad Social Pedagogical College" in the Krasnodar Krai and Stadtliches Theodolinden-Gymnasium München.
