Russian-German youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Germany in the field of youth cooperation dated December 21, 2004.

In 2006 in order to implement the Agreement national coordination bureaus were created: in Russia – the Russian Coordination Bureau for Youth Cooperation with Germany, in Germany – the Foundation for German-Russian Youth Exchange. Since 2019 functions of the Russian Coordination Bureau for Youth Cooperation with Germany have been performed by the Federal State Budgetary Educational Institution of Higher Education "MIREA – Russian Technological University".

Every year starting from 2014 alternately in Russia and Germany working meetings of coordination bureaus are held at which concepts for holding joint events are discussed as a part of the implementation of the Russian-German Youth, School and Professional Youth Exchange Program approved by the Russian-German Council on Youth Cooperation.

From June 22 to June 25, 2021 the 9th working meeting of the Russian Coordination Bureau for Youth Cooperation with Germany and the Foundation for German-Russian Youth Exchange took place in Moscow.

Participants were representatives of RTU MIREA that acts as the Russian Coordination Bureau for Youth Cooperation with Germany, the German-Russian Youth Exchange Fund, the Ministry of Science and Higher Education of the Russian Federation. Only 8 people participated there. 

Purpose and objectives of the meeting:

  • discussing possibilities of holding Russian-German youth exchanges in the context of the Covid-19 pandemic, 
  • discussion of concepts for holding joint events of the Russian Coordination Bureau for Youth Cooperation with Germany and the Foundation for German-Russian Youth Exchange in 2021. 

Outcomes: The parties exchanged up-to-date information about restrictions related to the Covid-19 pandemic that are in force in Russia and Germany and developed a draft Rules of behavior for participants in face-to-face Russian-German youth events taking into account the implementation of sanitary and epidemiological requirements.

Concepts for holding joint events under the Russian-German Youth, School and Professional Youth Exchange Program for 2021 were agreed upon (goals, dates, venue / format, categories and system for selecting participants, main points of the program of each event): Russian-German seminar "Organization of youth exchanges online" (September, online) and the Russian-German partnership conference of organizers of youth and school exchanges dedicated to the 15th anniversary of the establishment of the Russian Coordination Bureau for Youth Cooperation with Germany and the Foundation for German-Russian Youth Exchange (November, online) including solemn event dedicated to the 15th anniversary of the coordination bureaus (November 23, Hamburg). Intermediate results of the 4th Youth Forum of partner cities of Russia and Germany took place from June 23 to July 1 in Moscow and Kaluga were also summed up.
