On March 15, 1999 in Tokyo the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Commission on Youth Exchanges was signed. It became the main document under which the Russian-Japanese youth cooperation was carried out.

The purpose of the Agreement was to expand youth exchanges to further deepen mutual understanding between the peoples of Russia and Japan, to form in young people a correct and objective understanding of the importance of relations between two countries and a sense of responsibility for their further development.

In accordance with the Agreement the Russian-Japanese Commission on Youth Exchanges, the Coordination Bureau for Russian-Japanese Youth Exchanges (Moscow) and the Japan-Russia Centre for Youth Exchanges (Tokyo), the key components of the system of bilateral youth cooperation were established.
