Youth Interparliamentary Assembly of the CIS Member States

The Youth Interparliamentary Assembly of the CIS Member States was established in 2012 in accordance with the decision of the Council of the Interparliamentary Assembly of the CIS Member States. It is the permanent advisory body of the Inter-Parliamentary Assembly of the CIS Member States.

The main objectives of the YIPA CIS:

  • involvement of young parliamentarians and representatives of youth organizations in the process of developing cooperation between the CIS Member States in political, economic, humanitarian, environmental, cultural and other spheres, 
  • creation of conditions for dialogue and exchange of experience between young parliamentarians of the CIS and representatives of youth organizations, 
  • introducing young people to parliamentary diplomacy, increasing the legal culture, social and civic activity of younger generation, 
  • expanding the network (facilitating the formation) of youth parliaments under the legislative authorities of the CIS Member States, 
  • the YIPA CIS consists of youth parliamentary delegations of the IPA CIS Member States. Youth parliamentary delegations are formed by the parliaments of the IPA CIS Member States delegating to the YIPA CIS:
  • deputies of the national, regional, local and municipal levels aged up to 35 years old, elected or appointed in accordance with the internal regulations and procedures of the parliament, 
  • representatives of youth parliaments, youth consultative and representative structures established under the parliaments of the IPA CIS Member States, leaders of youth movements, representatives of youth public structures nominated or appointed by these structures in accordance with their internal procedures, aged 18 to 35 years.

It is the member of the Russian delegation to the Youth Interparliamentary Assembly of the CIS Member States including a representative of the National Youth Council of Russia.

Nine representatives of the YIPA CIS from among the deputies of the national parliaments nominated annually at the meeting of the IPA CIS are the members of the permanent commissions of the IPA CIS (on social policy and human rights, on economics and finance, on studying the experience of state building and local self-government, on political issues and international cooperation, agricultural policy, natural resources and ecology, defense and security, culture, information, tourism and sports, legal affairs, science and education) and may participate in their work with an advisory vote.

The YIPA CIS is the founder and co-organizer of the Youth Interparliamentary Forum of the CIS Member States.
