The day in history: 12 years of the Russia-Kyrgyzstan Agreement on cooperation in the humanitarian sphere

On April 5, 2012 in Bishkek the heads of government of the Russian Federation and Kyrgyzstan put their signatures under the most important document for the development of bilateral youth cooperation. It is about the agreement reached by the countries on cooperation in the humanitarian sphere.

The importance of developing relations in the context of the youth agenda is emphasised in the preamble of the document. It uses such formulations: "ties in the field of culture, science, education, youth policy, information and sports meet the fundamental interests of the peoples of both states and facilitate the further development of relations of friendship, good-neighbourliness and mutually beneficial cooperation", "the development of diverse contacts and exchanges between youth of both states is an important element in strengthening friendly relations and trust between the peoples". It is noted that the agreement will give "a new impetus to bilateral youth exchange".

Article 1 of the document states: "The Parties shall promote cooperation in the field of culture, science, education, youth policy, information and sports including between Russian and Kyrgyz public organizations, creative unions, associations and foundations".

It is also envisaged to exchange experience of legal regulation in the spheres of culture, art, historical and cultural heritage, cinematography, archiving, copyright and neighbouring rights, science, education and youth policy.

In accordance with the agreements reached, special emphasis is placed today on the development of cooperation in the field of education. For this purpose the conditions are created for the establishment and development of direct links between educational institutions of the Kyrgyz Republic and the Russian Federation, for the exchange of students, scientific and scientific-pedagogical staff for training, internships, lecturing, teaching and professional development. Interaction is carried out for participation of scientific and scientific-pedagogical workers in scientific and scientific-methodological seminars, conferences and symposiums, for the implementation of joint scientific projects and programmes.

An important place in the document is given to joint programmes in the field of physical culture and sports including implementation of direct links between sports societies, holding competitions and meetings, exchange of athletes and coaches, scientific and methodological information and experience of participation in international tournaments.

One of the cornerstones of the agreement is youth cooperation. Article 17 states: "The Parties shall promote direct cooperation between youth organizations and exchange of information on youth events organized on the territory of their states in order to encourage participation in them by young people of the Russian Federation and the Kyrgyz Republic".

It is agreed that intergovernmental programmes can be adopted for closer cooperation in the sphere of youth policy.
