The Chamber of Young Legislators under the Federation Council of the Russian Federation was established in 2012.

One of the main tasks of the Chamber of Young Legislators is international cooperation in the field of youth parliamentarism.

The Chamber of Young Legislators interacts with young parliamentarians in the CIS (through the Youth Interparliamentary Assembly of the CIS Member States) as well as within the framework of Russia-Belarusian and Russia-Chinese cooperation.

In 2021 at the VIII Forum of Regions of Belarus and Russia an Agreement between the Chamber of Young Legislators under the Federation Council of the Russian Federation and the Youth Parliament under the National Assembly of the Republic of Belarus was signed. The purpose of cooperation is the participation of young parliamentarians in the process of harmonizing the legislation of two countries.
