The first Kyrgyz-Russian forum of youth leaders took place in Bishkek and Cholpon-Ata from July 26 to July 30, 2019.
At the opening ceremony of the forum, a welcoming speech was made:

- A. Bugaev, Head of the Federal Agency for Youth Affairs
- M. Abylgaziev, Prime Minister of the Kyrgyz Republic
- A. Metelev, Chairman of the Association of Volunteer Centers
- N. Kubanov, Coordinator of the Youth Congress of Kyrgyzstan
Ilya Zotov, adviser of the Association of NGOs of National Youth Council of Russia and Dmitry Bunkin, director of the Youth Policy and International Relations Institute “MIREA-Russian technological University”, representative of the basic organization of the CIS member States for working with youth took part in the forum on behalf of the Russian delegation.
The program included the work of 4 sections, were the participants raised issues on strengthening the effectiveness of cooperation in the field of tourism, volunteerism, youth entrepreneurship, as well as the importance of rural youth in the development of regions and agriculture.
The result of the work of the sections was the signing of a number of important documents on cooperation in the field of entrepreneurship, tourism, volunteerism and other areas.
The main event of the Forum was the signing of the Memorandum of Understanding between the State Agency for Youth, Physical Education and Sport under the Government of the Kyrgyz Republic and the Federal Agency for Youth Affairs of the Russian Federation, as well as a number of agreements on cooperation between public organizations of the Kyrgyz Republic and the Russian Federation.
Also the participants discussed the Action Plan for 2020 – the cross-year of the Kyrgyz Republic in the Russian Federation and the Russian Federation in the Kyrgyz Republic
A rich cultural program was also prepared by the host country for the Russian delegation, during which the participants of the event visit the gorge “Kirchyn” and the cultural center “Ruh Ordo” on Lake Issyk-Kul.
The bilateral forum of youth leaders have received the status of annual.
