Training seminar “50/50”: realization joint projects of the Council of Europe and Russian Federation

The traditional training seminar “50/50” for specialists of the authorities and public organizations of the Russian Federation, working with young people was held in Moscow from 27 to 31 August 2019.

Equal number of representatives from the government and non-governmental sectors of youth policy (15 people from each) took part in this event. seminar involved participants from different regions of the Russian Federation: Moscow, St. Petersburg, Irkutsk region, Kaliningrad region, Kirov region, Krasnodar region, Omsk region, Orenburg region, Perm region, Republic of Tatarstan, Ryazan region, Saratov region, Sakhalin region, Sverdlovsk region and Yaroslav region.

The participants from the non-governmental sector are the representatives of non-governmental youth organizations; from the government sector there are federal officials, civil servants of the Russian Federation and municipal employees, who connected with issues relating to youth work and / or youth policy.

The Central theme of the seminar is the issue of access to rights for young people following the recommendations of the Recommendation CM/Rec(2016)7 adopted by the Committee of Ministers of the Council of Europe «Young people’s access to rights».

The purpose of the project – to develop and strengthen non-governmental youth organizations, to expand youth policy, with a particular emphasis on the interaction of government and non-government sectors, working with young people in the Russian Federation.

Objectives of the training seminar:

  • Introduction to the current state and trends of youth policy and youth work in the Russian Federation and the Council of Europe
  • Discussion of youth rights in Russian realities
  • Development of practical tools for work on youth access to rights, based on the Council of Europe methodology and positive practices of the Russian Federation and other countries;
  • Creating conditions for the formation of a network of like-minded people who are aware of the importance of human rights in youth policy and are ready to apply it both locally and nationally.

The training seminar «50/50» was organized by the National Council of Youth and Children’s Associations of Russia together with the Youth Council of Europe departments with support from the Ministry of Science and Higher Education of the Russian Federation.

History of the project

Over 10 years of existence, it has been organized 10 training seminars in various regions of the Russian Federation. Being based on the European Youth Centres the seminars have also been taken place in Strasbourg and Budapest.

Since 2012 seminar has been become the All-Russian format with participants from various territorial territorial subjects of the Russian Federation. Young people have a unique opportunity to work together on common issues in the field of youth policy, to find joint ways to solve them, to share experience in the implementation of youth projects, as well as to develop joint initiatives.

This event is part of the Action Plan for 2019 of the Framework Programme for Cooperation between the Ministry of Science and Higher Education of the Russian Federation and the Council of Europe in the field of youth policy, as well as the contribution of the Russian Federation to the implementation of the Recommendation CM/Rec(2016)7 adopted by the Committee of Ministers of the Council of Europe «Young people’s access to rights».
This Recommendation was adopted by the Committee of Ministers of the Council of Europe in 2016 and reaffirms «the fundamental role of young people and the work carried out by youth organisations in the development of our societies and underlining that young people’s access to rights is a prerequisite for their personal development and their access to autonomy»
