The seminar was held from 13 to 17 October 2019 in Moscow and Kazan within the framework of the realisation of the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Germany on December, 21, 2004 and the implementation of the Program of Russian-German Youth Exchanges on 2019.
Seminar program: familiarization with relevant Russian and German studies in the field of radicalism prevention, exchange of experience of implementation of projects on radicalism prevention among young people, visits to organizations and institutions working in the field of radicalism prevention among young people.
Representatives of the Ural Association “Center for Ethno-Religious Research, Prevention of Extremism and Counteraction to the Ideology of Terrorism” President of the Association S. Pavlenko and two experts – First Deputy Mufti of the Spiritual Administration of Muslims of the Kemerovo Region R. Munirov and Acting Head of the Department of History of Kemerovo State Medical University took instruction in the work of scminar.
The first day of the seminar was held in Moscow on the basis of the Institute of Oriental Studies of the Russian Academy of Sciences. Welcoming remarks were made by:
- Deputy Director of the Youth Policy and International Relations Institute “MIREA-Russian technological University”, head of the Russian National Coordination bureau of Russian-Germany youth exchanges Dina Sokolova,

- Dr. of History Prof. President of the Academic Council of the Institute of Oriental Studies Vitaly Naumkin
- Executive Director of the German-Russian youth exchange Fund Thomas Hoffman
- President of the Ural Association, member of the Public Chamber of the Sverdlovsk Region Sergey Pavlenko
Vadim Schiller gave an introductory report from the Russian side. He told the participants of the seminar about the peculiarities of Russian anti-extremist legislation and positive practices of prevention of destructive manifestations among young people on the examples of the Tyumen, Kemerovsky, Sverdlovsk, Chelyabinsk regions and the Republic of Tatarstan.
Gerland Michael, a representative of “Legato” (Hamburg), an advisory centre on religious radicalism, spoke about methods of preventing religious radical sentiment used in practical activities.
From October 15 to October 16, the participants of the seminar worked in Kazan on the basis of the Academy of Sciences of Tatarstan.
The leading experts of the Republic dealing with the prevention of extremism and terrorism among young people presented their reports. These were – Ildar Galiev, Rinat Pateev, Ruslan Hakimzanov, Ilshat Mukhametzaripov , Anastasiya Kasimov, Kamil Nasibullah, Renat Muzaferov.
Participants visited the residence of the Spiritual Administration of Muslims of the Republic of Tatarstan
They were shot with Mufti Samigullin Kamil Iskanderovich and Rector of the Russian Islamic Institute Rafik Mukhametshin, and also visited the Yardham Mosque, getting acquainted with the practices of successful rehabilitation of people with vision problems and impaired functions of the musculoskeletal system.
The result of the seminar is the establishment of constructive contacts between the participants and the planning of promising events devoted to the prevention of destructive manifestations and sentiment among young people.
