Berlin Dialogue: 15 years of youth cooperation between Russia and Germany

On November 5-7, 2019, the international conference “Berlin Dialogue. 15 years of youth cooperation between Russia and Germany-success story and prospects” took place in Berlin.

The conference took place in the format of a dialogue, which was attended by about 140 people – representatives of organizations from Russia and Germany realising projects of youth, school and professional youth exchange, deputies of the Bundestag, as well as representatives of ministries providing assistance to the development of Russian-German youth cooperation.

Olga Chernysheva, the director of the department of the state youth policy and social projects in the sphere of the highest educations Ministry of Education and Science of the Russian Federation made a welcoming speech at the opening ceremony. »Contacts between youth representatives are an important and integral part of the Russian-German dialogue. Participation in joint events allows young people to get acquainted with the culture, history and traditions of the partner country, to form an objective idea of it. Youth communication maintains an atmosphere of mutual understanding and trust between our peoples for a long time. Further development and strengthening of Russian-German youth cooperation is one of the priorities of the state youth policy of the Russian Federation», – she said.

  • Sport (youth exchanges in the field of mass sports).

At the section «Education», participants discussed the problems existing in the organization of youth exchanges for schoolchildren and students of vocational education. They discussed the main problems affecting the effectiveness of bilateral youth cooperation: insufficient funding and, as a result, the inability to support new partnerships and to involve new target groups (such as professional college students) in youth exchanges. They also decided on the organizational and financial conditions of the visa procedure.

The deputies of the Bundestag invited to the Berlin Dialogue expressed their readiness to support the development of youth exchange. As an option, participants suggested to introduce a visa-free regime for participants in youth and school exchanges for a period of 30 days.

It was also suggested to use more actively the resource of the partnership of cities and regions for the development of youth relations, to give more attention to the promotion of the possibilities of bilateral youth cooperation, to held joint activities to study and disseminate the Russian language in Germany and the German language in Russia.

Participants emphasized the need for both sides to officially recognize youth exchanges as part of General and professional education programs.

Organizers: Federal State Budget Educational Institution of Higher Education «MIREA – Russian Technological University», carrying out functions of Coordination bureau of Russian-German youth exchanges and German-Russian youth exchange Fund with support from the Ministry of Science and Higher Education of the Russian Federation and the Federal Ministry of Family Affairs, Senior Citizens, Women and Youth.
